Growing veg in a very wet garden

Our garden sits quite low and the soil stays waterlogged for most of winter and well into spring. I've been wanting to grow my own vegetables for years but everything I've tried just rots before it gets going.
Would raised beds be the only option here or is there something I can do to improve the drainage? I don't have a huge budget so I'm looking for practical rather than expensive solutions if possible.
