When should I start sowing tomatoes?

First time growing tomatoes this year and I'm a bit lost on timing. I've seen some people say start them indoors in February but others say March or even April. I'm based in Ireland so the summers aren't exactly scorching!
Do I need a heat mat or will a sunny windowsill do the job? Any advice from seasoned tomato growers would be brilliant, thanks.
